SENATE BILL NO. 100 "An Act relating to substance abuse and                                                                     
mental health disorder prevention and treatment programs; and                                                                   
relating to long-term secure treatment programs for persons with                                                                
substance abuse or co-occurring substance abuse and mental health                                                               
disorders" was read the second time.                                                                                            
                                                                                                                                
Senator Stedman, Cochair, moved and asked unanimous consent for                                                                 
the adoption of the Finance Committee Substitute offered on page 869.                                                           
Without objection, CS FOR SENATE BILL NO. 100(FIN) was                                                                          
adopted.                                                                                                                        
                                                                                                                                
Senator Stevens moved and asked unanimous consent that the bill be                                                              
considered engrossed, advanced to third reading and placed on final
